Wolf names Miller next Pennsylvania insurance commissioner

Governor-elect Tom Wolf has named Teresa Miller, a partner in the Washington, D.C., office of a large national law firm and previous government official who helped implement the Affordable Care Act, as the commonwealth’s next Insurance Commissioner.

Miller, 39, is a partner in Crowell & Moring’s health care group, where she focuses on issues involving implementation and enforcement of the Affordable Care Act.

She replaces Michael Consedine, who was appointed by Gov. Tom Corbett in 2011. Consedine’s job plans were indefinite, but he has told local media he would probably return to the private sector.

Prior to joining Crowell & Moring, Miller served as acting director of the State Exchanges Group, the Oversight Group and the Insurance Programs Group at the Center for Consumer Information and Insurance Oversight at the Centers for Medicare and Medicaid Services (CMS).

While at CMS, she helped the agency roll out regulations and guidance implementing the private market reforms of the ACA and helped develop and implement the policies and rules governing state-based exchanges. She was instrumental in putting key provisions of the ACA into practice and worked closely with states and issuers to ensure compliance with all the new market reforms, including the market rating reforms.

Miller also administered the Oregon Insurance Division where she helped implement the health law in that state. She also worked at the Oregon Department of Justice, Portland General Electric, Tresidder Co. and other organizations.

Miller received her law degree from Willamette University College of Law and a bachelor’s degree from Pacific Lutheran University.

“Pennsylvania faces difficult challenges ahead, and I am confident that these highly qualified individuals will help me move our commonwealth forward,” Wolf said in a prepared statement. “Teresa has extensive experience at both the state and federal levels, and she received national recognition for her efforts to improve the rate review process in Oregon.”
